An arbitration panel awarded the State of Nevada $82.9 million in damages in proceedings against CTC Transportation Insurance Services of Missouri, LLC (CTC), according to the Twenty-Ninth Status Report filed on February 4, 2026. CTC was the program administrator for Spirit Commercial Auto Risk Retention Group (Spirit) which was placed into receivership by Nevada on February 27, 2019. Nevada later issued a liquidation order for Spirit on November 6, 2019.
Spirit was formed in Nevada in 2012 to provide commercial auto liability to truckers and small trucking companies. The company had written $66.7 million in premium in 2018, making it one of the ten largest risk retention groups that year.
A 2019 investigative report by the Risk Retention Reporter identified Thomas Mulligan as the head of the insurance company holding system that included Spirit and CTC.
